"While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim," Bieber, 18, said in a statement released by Island Def Jam Music Group Wednesday.
"Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves," he added.
The still unnamed photographer, 29, was following the white Ferrari (driven by a friend of Bieber's) when it was pulled over for speeding on Interstate 405. He was ordered by Los Angeles police back to his own vehicle for safety reasons when spotted taking pictures of the traffic stop, and was struck trying to cross four lanes of traffic.
The driver, a 69-year-old Los Angeles woman, had two small grandchildren in the back seat and is unlikely to be cited, police said.
Miley Cyrus, another star often followed 24-7, took to Twitter in outrage, and even referenced Princess Diana's death while being chased by paparazzi in Paris in 1997.
"This was bound to happen! Your mom teaches u when your a child not to play in the street! The chaos that comes with the paparazzi acting like fools makes it impossible for anyone to make safe choices," Cyrus also wrote.
The Los Angeles paparazzi law was prompted by the experiences of Jennifer Aniston, who provided details to a lawmaker on being unable to drive away after she was surrounded by paparazzi on the Pacific Coast Highway.
